John Henry Irons (Shaquille O'Neal) is a weapons designer of high-tech laser guns and protective armour for the United States military. He discovers a rival, Nathaniel Burke (Judd Nelson) is mass producing the weapons and selling them to criminals which leads to Irons creating a suit of armour that leads him to become the superhero, 'Steel'.
